About Us



HCPL Heritage + Archaeology is the culmination of 30 years experience in the Australian cultural heritage management industry. The Principals of HCPL offer a broad range of skills including Aboriginal, historical, industrial heritage and archaeological managment.

Principals of the firm are Charles Parkinson and Lori Sciusco. 

Charles Parkinson
BA(Hons) Archaeology, Flinders University
Charles Parkinson (Director) has 15 years experience in the industry having worked both in the government and private sector in New South Wales, Queensland, Northern Territory, South Australia Victoria and Tasmania. Charles has extensive experience in the management and conduct of historic, Indigenous and maritime archaeological and heritage projects. His range of expertise includes the management and preparation of heritage assessments, archaeological excavations, and conservation management plan. Charles has extensive experience in the field of historic, urban and industrial heritage including the assessment of dams, weirs, bridges and other public infrastructure.

Charles has developed extensive skills in the management of, and interaction with multi-disciplinary project teams where the greatest challenge is often to ensure that all team members work harmoniously and toward the same goal. These experiences have fostered the development of interpersonal skills that have proven crucial to the success of many projects. Charles’ demonstrated ability to communicate with, and influence people, in government and public sector positions is based on a central interest in, and commitment to, conservation and heritage issues combined with the promotion of practical and achievable heritage management strategies. This achieves a high level of best practice conservation outcomes that reflect legislative requirements and the guiding principles of the Australia ICOMOS Burra Charter (1999).

Lori Sciusco 
BA (Hons) Archaeology, La Trobe University
BSc(Dip) Cultural Heritage Management, University of Canberra 
Lori has 15 years experience in the industry having worked in both the government and private sector. She has been practicing as an archaeological and cultural heritage consultant since graduating from La Trobe University (1994) and a BSc Dip (2001) in Cultural Heritage Management (University of Canberra). Lori has a great deal of practical experience in Aboriginal community consultation directly related to her role as a facilitator with the Cultural Heritage Program, Aboriginal Affairs Victoria (AAV). Lori has an understanding of lithic artefacts (stone tools) as a result of her academic qualifications, and employment with the National Museum of Australia (NMA). She has an understanding of the requirements of both State and Federal heritage legislation, and has developed professional working relationships with the relevant heritage bodies.

Lori is also an experienced archaeologist and cultural heritage professional in the field of historic, urban and industrial heritage including the assessment of cultural significance of dams, weirs, bridges and other public infrastructure. Also in her range of expertise are the preparation of heritage assessments, statements of heritage impact and the development of conservation management plans. Lori served two terms on National Executive Committee of Australia ICOMOS, which has been involved in the conservation of cultural heritage places and values. She is also a member of the International Scientific Commitee for Archaeological Heritage Managment (ICAHM).
